Job Description:
State of Nebraska, Department of Health and Human Services, is looking for the next Administrator I - Health and Wellbeing to join our team in the Medicaid and Long-Term Care Division.
Examples of Work
The Administrator I is responsible for the administration and management of Nebraska Medicaid behavioral health services benefits. Specifically, this position will:
• Independently track and interpret complex federal, State and agency regulations as it applies to behavioral health services using significant judgment to interpret and apply applicable policies, statues, regulations, and guidelines.
• Perform strategic and long-term planning for assigned functions and teams and establish long-range program requirements and objectives.
• Interact and collaborate with stakeholder and provider groups, agency workgroups, contractors, and providers regarding providing effective program services.
• Be responsible for operation of assigned programs and administer within budgetary constraints.
• Manage and develops high-performing leaders to enhance engagement and performance among employees within the Health Services section
• Coordinate and collaborate with the other members of the Medicaid management team to advance the goals and initiatives of the Division of Medicaid & Long-Term Care and the Nebraska Department of Health and Human Services.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a yearfor-year basis.
Preferred Qualifications: Masters degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services, behavioral health, education, or other program related field. Experience in health care reimbursement which includes interpreting and analyzing laws, rules, regulations, policies, procedures and standards affecting reimbursement. Knowledge of: the principles and practices of public administration; procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to health and human services programs; quality assurance mechanisms; principles and techniques of planning, monitoring and evaluating human services programs and service delivery systems. Experience with technical, security and policy support for program data systems.
Other: Position is located on-site at the Nebraska State Office Building in Lincoln.
Knowledge / Skills / Abilities
Ability to effectively multi task, manage multiple project and initiatives. Understand and interpret complex information from others. Effectively communicate to all levels of management; facilitate meetings and develop and maintain policy and procedures. Ability to manage technical, security and policy support for program data systems. Knowledge of the behavioral health program evaluation and quality metrics.
