Job Summary
Supporting the Deputy Director (DD) in broad oversight of NCSA's projects and programs, assist in developing and implementing the Center's strategic goals, engage in outreach activities on behalf of the Center, and oversee the Project Coordination Office (PCO).

Duties & Responsibilities

  • Oversight and Management (60%)
    • Act as chief of staff for the DD, including coordination of the DD's office and staff, as applicable.
    • Work closely with the DD on the oversight of the Center's research programs and projects.
    • Lead project planning activities such as development of plans, project financials, development of SOWs, and identification of resources and availability.
    • Direct and/or indirect supervisory responsibility for Associate Project Manager(s) and/or Project/Program Manager(s) and/or Senior Project/Program Managers.
    • Prepare and monitor budgets, expenditures, and spend plans, along with forecasting future income/expenditures, to ensure financial stability of the Center.
    • Analyze ongoing and completed work to improve efficiencies and recommend and/or implement changes to workflows as needed.
    • Prepare and present reports, as requested, detailing the status of activities and projects under the purview of the DD.
    • In conjunction with the DD, meet regularly with directorate Associate Directors and the Director of Operations and Administration to address and discuss HR-related topics such as projection of staffing needs, hiring new staff, staff promotion, staff growth and development, etc.; develop appropriate documentation for hires required, as applicable.
    • Supervise academic professionals and civil service staff members working in the PCO, as well as postdoc research associates and graduate students, as needed.
  • Strategic Direction and Leadership (20%)
    • Coordinate with the DD to develop and implement Center goals.
    • Lead the development and management of the PCO.
    • Collaborate with groups within NCSA and/or UIUC to establish and improve policies, processes, and best practices that involve project management principles.
    • Provide direction regarding proposal development support and strategic investments, including serving with the NCSA Commitments Working Group.
    • Develop and maintain strategic relationships with key partners across the Illinois campus.
    • Serve as a point of contact or key spokesperson for the Center, backing up the DD and NCSA leadership, in relation to the Center's engagement, research, and education activities.
  • Outreach (20%)
    • In conjunction with the DD, form relationships and build collaborations with academic researchers and ties with NCSA industrial and international partners, as well as represent NCSA amongst key stakeholders.
    • In conjunction with the DD, promote Center capabilities on a campus-wide, national, and international scale.
    • Perform other duties as assigned, including coordination of directorate-sponsored workshops, institutes, trainings, and seminars
Minimum Qualifications
  • Bachelor's degree in business administration, management, or a field related to the position.
  • Five (5) years of professional business, financial, and/or managerial work experience.
  • Demonstrated experience in project and/or program management.
  • Demonstrated experience working with university, faculty, and/or research administration.
  • Demonstrated experience managing budgets and/or administering grants and contracts from federal, international, and/or industrial funding agencies.
  • Demonstrated writing experience via coursework, professional contributions, reports, and/or published papers.
Preferred Qualifications
  • Five years of experience in project management/program management.
  • Master's degree in field related to computational science and engineering or project management.
Knowledge, Skills and Abilities
  • • Excellent analytical, listening, and problem-solving skills. • Excellent interpersonal, written, and verbal communications skills, including the ability to interact and effectively communicate with a diverse population (e.g., university faculty, administrators, representatives of industry partners, etc.). • Ability to develop, execute, and manage large-scale projects, including determining vision and assembling work teams to execute vision. • Understanding of University of Illinois research enterprise and applicable rules and regulations. • Understanding of national research and scientific strategy and administration. • Understanding of NCSA relationships and collaboration, including those with campus entities and academic, federal, international, and industry partners. Exceptional interpersonal skills, including tact, diplomacy, discretion, and effective conflict-resolution skills
Appointment Information

This is a 100% full-time Civil Service 5010 - Business/Administrative Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 1/6/2025. The previously determined salary range for this position is $145,000 to $170,000. We strive to provide a competitive salary, considering factors such as available market data, internal equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. The final salary offer will be determined through a thorough assessment of these elements.
