Nature of Work
Performs technical-level permitting, zoning, and planning support work under general supervision from a technical supervisor to support the functions of the Department of Planning & Zoning. Work requires knowledge and application of the Harford County Zoning Code, subdivision regulations, and related processes, and an ability to read maps and plans. Work requires extensive interaction with the public, property owners, attorneys, developers, builders, real estate agents, appraisers, and other State and County employees.
Examples of Duties

- Receive and review building permit applications and plan submittals for technical accuracy and process in accordance with established procedures.
- Receive and review preliminary subdivision plans, plat records, and other applications for completeness of information and compliance with established zoning laws, regulations, and procedures.
- Receive and answer inquiries from employees and the public in the office and on the phone.
- Advise the public and others of established interpretations of Department and County laws and regulations.
- Process and issue permits, and zoning certificates.
- Attend meetings and take minutes.
- Maintain data management systems and recordkeeping for permits, and zoning.
- Perform specialized administrative work regarding the Permit Center.
- Other duties as assigned.
Minimum Qualification Requirements KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of basic building, planning, and zoning principles
- Experience working with software applications
- Ability to enter data, maintain records, and research archival information in various formats
- Effective customer service
- Ability to learn how to use planning tools, such as Geographic Information Systems (GIS), Laserfiche, Energov, and other proprietary software utilized for tracking development and permitting processes
- Ability to work effectively with others
- Ability to communicate in oral and written forms
- Ability to make mathematical computations accurately and with reasonable speed
- Knowledge of office management systems and procedures
- Work is primarily sedentary with intermittent periods of standing and reaching.
EDUCATION & EXPERIENCE:Possession of a high school diploma or GED Certificate,
AND Four (4) years of progressively responsible administrative, accounting, or technical experience, which included personal computer operation, and customer relations work.
ORA.A. degree in business management or planning-related fields such as geography, legal services, or engineering
AND one (1) year of experience in office administrative work.
LICENSE:Possession of a valid Class "C" non-commercial motor vehicle driver's license with no more than three (3) points.
