Education Req: Bachelor's degree in emergency management, public safety/administration, public health/medical, or related field.
Experience Req: Minimum four years of experience: in either EMS or as a medical first responder, and this experience must be in a command role.
Alternative to the Core Requirement:
• A degree: Can substitute with five years of supervisory experience: In related fields or within emergency medicine.
Preferred Qualifications:
• Experience with federal, state, and local all-hazards emergency management agencies: Demonstrates a broader understanding of disaster response.
• Leadership experience during a real-world disaster response: Shows practical application of leadership skills in high-pressure situations.
Required ICS Courses:
• ICS 100 - Introduction to Incident Command Systems
• ICS 200 - ICS for single resources and Initial Action Incidents
• ICS 700 - National Incident Management Systems (NIMS) and Introduction
• ICS 800 - National Response Framework, An Introduction
• *ICS 300 - Intermediate ICS for Expanding Incidents (must be completed upon hire)
• *ICS 400 - Advanced ICS Command and General Staff - Complex Incidents (must be completed upon hire)
*May be waived upon hire, however required to be completed within 3 months of hire or will be terminated due to noncompliance.
Critical Action Items & Measurable Deliverables:
1. Coordinate and evaluate emergency management preparedness, response, and recovery efforts to ensure alignment with contractual commitments and operational readiness for all-hazards incident response.
2. Monitor and ensure compliance with contracts and grant guidance, budgets, deliverables, and program areas; develop recommendations and provide oversight of implementation.
3. Update response plans annually for all response and recovery contracts.
4. Support life-cycle development of incident management and disaster response taskings.
5. Support the coordination and evaluation of operations and incident management personnel and recommend changes to operations.
6. Contribute to the development of emergency response plans, standard operating procedures, etc.
Other Responsibilities:
1. Understand and adhere to the National EMR Policies and Procedures Manual, Uniform Handbook, and Operations Manual.
2. Foster a culture that encourages team members to work safely, identify potential hazards, and report safety concerns immediately to their direct chain of command.
3. Maintain knowledge of current developments in emergency management and ensure information sharing across the agency as appropriate.
4. Maintain situational awareness of national and international activity or changes that could impact response contracts or affiliated programs.
5. Confer with agency and organizational members regarding operational readiness (including continuity of operations) of both National EMR and affiliated agencies.
6. Serve as Watch Officer on a rotational basis and maintain situational awareness of national and international activity that could impact current operations or affiliated agency programs.
7. Other duties as assigned.
Requirements:
1. Knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
2. Conduct research on solutions to current gaps and provide plans to improve overseeing as necessary.
3. Demonstrated proficiency in data-driven program management and continuous quality improvement.
4. Proficient in planning, prioritizing, organizing and following-through on variety of tasks, projects, and reports.
5. Strong written and oral communication and facilitation skills.
6. Ability to analyze data and synthesize data into concise, cohesive, and comprehensive reports.
7. Knowledge of technical, formal, and informal writing proficiency.
8. Ability to work independently and organize and prioritize duties and responsibilities.
9. Excellent computer skills with experience providing oversight of development, implementation, and maintenance of narrative composition and performance data collection.
10. Maximize experience using project management tools including Office 365 applications.
11. Organize and prioritize duties and responsibilities in a fast-paced environment.
12. Dedicated to fit within the agency's collaborative culture.
13. Work a flexible schedule including nights, holidays, and weekends.
14. Understand and adhere to chain of command.
15. Provide proof of valid driver's license and driving record in good standing with no restrictions (subject to review annually).
16. Must successfully pass a scheduled or spontaneous drug screening/background check.
