Job Description:
We are seeking a compassionate individual to build and lead a team supporting Nebraskans with disabilities needing additional state services in residential and vocational settings. The role involves assessing individuals for mental and physical health services, consulting on behavioral health needs, providing training, and serving as the subject matter expert. Additional responsibilities include overseeing the HCBS clinical stabilization team and participating in multidisciplinary treatment planning. Join DHHS to make a difference!

As a DHHS Administrator I you are responsible for overseeing and coordinating a major unit within the Department of Health and Human Services (DHHS), which plays a critical role in the agency's overall operations through multiple complex and diverse, multifunctional programs. Key responsibilities include:

  • Establishing and directing unit objectives, strategies, and policies to drive program success.
  • Ensuring compliance with relevant regulations and standards across all operations.
  • Managing resources and budgets effectively to support unit operations.
  • Leading and supporting subordinate managers, vendors, and contractors to enhance program delivery.
  • Utilizing significant judgment in policy formulation, strategic planning, and problem resolution.
  • Focusing on the long-term success and impact of programs within the unit.
  • Representing the agency in high-level interactions and influencing outcomes in key discussions.
  • Serving as the subject matter expert for the unit's operations, providing guidance and insights to stakeholders.
This role requires strong leadership and strategic insight to advance the mission of DHHS while ensuring effective service delivery.

Requirements/ Qualifications

Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications: Master's degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field. Supervisory experience.

Knowledge of: federal and State laws and regulations relevant to the directed program; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.

Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.

Ability to: learn, apply and interpret agency policies and procedures relating to areas of responsibility; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals or objectives; respond to changes in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise judgment, decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with managers/administrators, community organizations and the public; plan, assign and supervise the work of others.
