This position is the first to blend traditional measures of financial risk with analytics and blockchain technology specializations into one role. This public service position is within the Financial Institutions Division of the Department of Banking and Finance and would work closely with a team of safety and soundness examiners, Review Examiner, as well as the Chief Information Technology Officer (CITO), with projects related to new Nebraska Innovative Charters (NIC). In this role, you will be called upon to review and analyze applications, examine regulated financial institutions, and interrogate data from traditional and non-traditional channels to determine financial and performance trends relevant to the sound regulation of Nebraska's various financial industries. You will also be engaged in other tasks as assigned in order to uphold the NDBF Vision: To make Nebraska the most trusted financial home for people and business.

Job Duties:Duties will include, but not be limited to, some or all of the following: Conduct complex reviews and analyze submissions from the NICs, which includes, but is not limited to, applications, financial reports, protocols, and networks. Internally working with the Review Examiner and CITO to develop analysis plans and assignments addressing sound regulatory posture, data flows and reporting requirements. Conduct examinations of digital asset depository institutions and departments. Develop examination plans, work programs, and documentation standards. Analyze policies and procedures for compliance with state and federal regulations. Effectively communicate examination purpose, scope, findings, and plans for corrective action as necessary. Analyze data, activities, and transaction history from various sources to ensure underlying business practices comply with appropriate regulations Perform reviews of third-party vendors to provide written analysis relative to the alignment of digital minting, mining, and burning of digital assets; operation of tokens; ledger (chain) integrity; and compliance with federal guidance. Effectively communicate through written analysis as well as potential speaking engagements to small and large groups regarding material such as summations of findings, NDBF regulatory postures, financial industry trends, and emerging risks. This position potentially requires travel up to 40 percent of the time with the possibility of overnight stays. Additionally, training assignments may require upwards of 20 days per year of traveling. This position may be required to examine other types of chartered/licensed activity within NDBF's regulatory authority which may require additional internal and external training.
Requirements / Qualifications
Minimum Qualifications: Candidates must meet the following qualifications in order to be eligible for selection. The candidate must possess a bachelor's degree related to Business, Finance, Economics, and/or Computer Science.
Additionally, the candidate must have experience in one of the following areas to be considered. For the Specialist level, at least three years of experience; and to be considered for an under-filled position, at least one year of experience. A Master's Degree, J.D. or Ph.D. in one of the related fields, may substitute for one year of specialized experience.
