Job Description:
The DHHS Department of Children and Family Services is seeking an individual with a passion for "helping people live better lives" to join their team as a DHHS Foster Care Resource Developer (FCRD)! The Resource Developer Position is essential because they will locate the most appropriate placement for children in the child welfare system and provide support to relative and kinship homes who provide placement for children in the child welfare system.

The Support Foster Care Resource Developer works directly with foster homes that DHHS is assigned and supports. Most of these homes we are supporting are relative and kinship (family known to the child) that is a child specific home. We do occasionally support licensed foster homes, but most licensed foster homes are assigned to agencies unless they choose to be supported by DHHS as their agency.

The assigned Foster Care Resource Developer:

•Goes out to the foster home assigned once a month, make sure all their needs are met. Meet with foster parent and see the child at least every other month in the foster home setting.
•Keeps in regular contact with the foster parents and CFS Case Manager through phone calls, text messaging, emails and respond in timely manner.
•Can attend family team meetings, court hearings, school meetings, etc.

Other duties of the FCRD includes:

•Completing monthly documentation on their assigned foster homes they are supporting and provide this documentation to the assigned Child and Family Services worker.
•Completing placement support plans on newly assigned foster homes within 10 business days of placement and update those placement support plans every 60 days on their homes.
•Working at meeting the needs of the foster home by referring them to community resources, training opportunities, supports and complete green phone service referrals for payment of things such as grocery vouchers, clothing, health report.
•Working with assigned foster homes on licensing them so the State can draw down IV-E funding. Which is basically guiding them through all the requirements, training that licensure requires.
•Working with new homes on getting fingerprinted timely within 7 days of placement occurred and/or fingerprint them after being trained by the NSP.
•Completing home studies if we don't get a home study contractor to take on doing the home study for us. The type of home studies we do are initial, relative, kinship, adoption, ICPC, parental, and/or suitability. Do expedite walk throughs of ICPC placements and get that report to the ICPC folks timely within 7, 10, or 20 days.
•Addressing any placement concerns on assigned foster homes as they arise and ask CFS Case Manager if they are wanting to do a phone call in regards to those issues. Address the issues with the foster parents as needed as well, having those tough conversations.
•Completing audits, review completed background checks for accuracy.
•Completing Recruitment Activities.

Hiring Rate: $18.626 per hour - Non-Exempt

Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM

Dress Attire: Business Casual

Requirements / Qualifications:

Minimum Qualifications: Post high school coursework/training in social work, sociology, counseling, guidance, psychology, child development or related field and experience in resource development, eligibility determination or contract monitoring within a public service organization.OR Bachelor's degree in any of the fields listed above.

Preferred Qualifications: Bachelor's degree in human/social/behavioral sciences, public administration, health sciences, public health, education, law or related field. OR

experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; contract management, or leading community-based human/health/social care groups.

Knowledge, Skills, and Abilities:

Knowledge of: human and social work and management theory; the structure of organizations; state, local and federal laws and programs relating to social service programs; available funding sources; human dynamics; learning/teaching techniques.

Ability to: relate well with a diverse number of individuals or organizations; analyze community's present needs and recommend programs to achieve desired results; work with people in a variety of roles (leadership, cooperation, education, networking).

Skill in: persuading others to adopt programs; presenting information to groups or individuals in oral or written form; problem solving; prioritizing; goal setting; conflict resolution.
