IT Project Management Office (PMO) Manager 1🔍Business Affairs: University IT (UIT), Redwood City, California, United StatesNew📁Project Management📅1 day ago Post Date📅105172 Requisition #This position reports to the UIT Project Management Office and leads a team of IT project managers assembled to complete a broad range of technology projects, whose completion is, in turn, critical to the entire University. The position is also responsible for managing a few large and complex technical projects, leveraging project management best practices to drive continuous improvement and ensure consistency high-quality outcomes. The position is typically comprised of 50% time towards team management (IT Project Managers), and 50% towards managing multiple large projects simultaneously.
CORE DUTIES:PMO Management (50%)

    Lead and manage an IT project management group, including recruiting, hiring, training, developing, evaluating, and setting priorities. Provide instruction on complex techniques and direction on projects. Evaluate the effectiveness of the organizational structure and programs to ensure success, development of employees, and appropriate use of staff resources.Ensure work completion within schedule, budgetary and design constraints; make decisions about analysis, design, and testing; solve complex problems; and provide alternative methods for achieving goals when necessary.Create and execute business and technical plans and revise as appropriate to meet changing needs and requirements. Evaluate and assess metrics and program effectiveness; assess and proactively monitor trends.Make independent decisions regarding projects, programs, and initiatives within confines established by management.Oversee and/or assist in preparation and submission of documentation, such as proposals, progress reports, or other contractual requirements.Complete strategic planning for own work group; may assist higher level management in broader scope strategic planning.Work collaboratively with colleagues to leverage the university/school's resources for successful project completion.Assist with administering the UIT PMO project intake process and procedures including coordinating project qualifications and demand management, allocating PM resources, and evaluating resource constraints.Lead and assist with PPM/PMO process improvement initiatives as defined in the PMO roadmap.

Project Management (50%)
    Perform the full range of project management cycle: initiating, planning, executing, monitoring, controlling, and closing.Independently lead and direct projects requiring high levels of functional/technical integration and involving multiple disciplines to be managed.Create project charter defining/shaping the project's scope, goals/objectives, solution approach, system integration and impact to other systems, project team organization, roles/responsibilities, risks and assumptions, project financials.Direct development of an action plan and estimate requirements for resources, including management, labor, materials, and time required to complete the project.Create and implement project plans and work breakdown structures aligned with business and technical plans and directions; revise as appropriate to meet changing needs and requirements.Manage stakeholder engagement that may be affected by changes to business processes, policies, and procedures related to the project implementation.Facilitate discussions and negotiations to drive recommendation consensus within the scope of responsibility.Create and help execute a comprehensive organizational change management strategy and communication plan relative to project scope and stakeholders; orchestrate and lead organizational change management methodologies underlying project success.Create, manage, and monitor the estimated project budget.Prepare and submit project documentation such as client proposals, progress reports, or other contractual requirements.Evaluate and assess metrics and project effectiveness, assess and proactively monitor and control risks, progress and trends impacting successful project delivery.Perform project management duties including: document and process change requests; monitor project scope, schedule and budget, and report deviations and concerns to the project sponsors. Identify and manage project risks and issues, and develop strategies to mitigate them; perform and lead RFP/RFIs, vendor evaluation and selection; renew and reconcile invoices; coordinate project closeout details.
MINIMUM REQUIREMENTS:Education & Experience:Bachelor's degree in a related field, and five or more years of progressively responsible, relevant project management experience performing duties similar to those listed above.
Knowledge, Skills and Abilities:
    Experience leading and managing a team of IT project and program managers.Experience leading large, complex projects or programs.Demonstrated ability to organize work and to manage multiple projects.Exceptional and effective written and oral communication skills to address a wide variety of audiences.Knowledge and understanding of university operations, administration, community, and mission.Ability to productively assemble, engage, and lead cross-functional teams.Demonstrated project management ability to employ integration, scope time management, cost, quality, human resources, communication, risk, and procurement components.Demonstrated resilience, diplomacy, influence, relationship building, and problem-solving skills in a variety of situations.Keen grasp of interpersonal and impact awareness.Depth of knowledge in technical discipline/domain needed to deliver projects.Experience in recruiting, training and coaching IT staff, communicating job expectations and yearly performance evaluations.Proven experience with Agile and Waterfall project management methodologies strongly desired.Knowledge of project and portfolio management tools and software development lifecycle (SDLC) strongly desired.Proven experience in developing and maintaining complex and integrated project plans.Proven experience in people, change, risk, and conflict management strongly desired.Proven ability to build relationships and motivate cross-functional teams to achieve results in a consensus driven environment strongly desired.Ability to lead and direct a team of internal and external technical and business staff, and align technical needs with business goals strongly desired.Solid leadership, negotiation, persuasion, and facilitation skills strongly desired.Ability to navigate stressful situations and make/negotiate decisions on complex problems strongly desired.Solid experience with MS Office tools (Word, Excel, PowerPoint).Experience with running application, SaaS, enterprise level, and enhancement projects.

Certifications and Licenses:
    Project Management Professional (PMP) certified.
The expected pay range for this position is $171,453 to $197,831 per annum.Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.At Stanford University, base pay represents only one aspect of the comprehensive rewards package.     Frequently sit, perform desk-based computer tasks, grasp lightly/fine manipulation and lift/carry/push/pull objects that weigh up to 10 pounds.Occasionally stand/walk, write by hand.Rarely use a telephone, kneel, crawl, climb ladders, twist/bend/stoop/squat, reach/work above shoulder, grasp forcefully.
WORKING CONDITIONS:
    Hybrid - Onsite 2 days per weekTravel locally and cross-university.
