Overview: ACS Professional Staffing is looking for an employee to work on-site with our client. This IT Project Manager 3 position will support and manage multiple projects related to Transmission Grid Modernization, ensuring operational requirements are met. Responsibilities include facilitating meetings, gathering project requirements, developing work plans, schedules, and deliverables, and coordinating resources across teams. This role requires collaboration with internal and external stakeholders, tracking project costs and timelines, and addressing risks or issues. Key tasks include reviewing and validating project specifications, coordinating testing, and maintaining communication with project teams and management.
This full-time position is located in Vancouver, WA. Pay Rate: $51.67 - $73.82

Responsibilities: - Support and facilitate manager-assigned project or multiple projects, relating primarily to operational requirements for Transmission Grid Modernization changes, from beginning to end in collaboration with senior management, external industry entities, and stakeholders by providing expert support on the PMI-based project management methodology, best practices, and internal skill development, including:
- Facilitate working sessions, collaborate, and participate in discussions with various groups within the Control Center, Transmission Technology, Asset Management, Security Dispatch, the Outage Office, and other interested parties to gather project requirements (and comments), develop and recommend project work plans, schedules, milestones, deliverables, etc.
- Liaise with other project managers to determine System Operations resource needs and schedules for projects, verifying the coordination of control center activities with design, construction, and system / equipment testing schedules when projects are placed into the work plan.
- Coordinate, arrange and facilitate business requirements gathering sessions; conduct needs analysis from various stakeholder perspectives; work with SMEs and the Contracting Officer's Representative (COR) to review, draft and recommend project specifications.
- Provide input and recommendations for a standard Project Requirements Documents (PRD) review process, incorporating SME input, technical data, and other requirements to meet company and industry standards.
- Facilitate and validate System Operations (TO), FISMA and NERC-CIP requirements are identified in field project planning documentation.
- Collaborate and coordinate with field project managers on official energization dates to provide to account executives (AEs) for use in contracts and work orders. Confirm with project managers that realistic schedules are provided for customer contracts.
- Work with field project managers (PMs), project team(s), the COR, and Asset Management staff to review and update official cost, resource, and time estimates for the organization's portion of field projects.
- Serve as a point of contact for field organizations on multiple assigned projects, providing project details, goals, milestones, deliverables, and resource schedules as well as technical and compliance information and assistance.
- Interface with other organizations within company to evaluate Transmission project needs for System Operations, and to validate requirements and tasks on projects are properly identified, tracked, and completed; alert personnel of any issues or concerns, provide mitigation recommendations; implement approved mitigation actions.
- Track, monitor, and review Control Center costs and confirm appropriate work orders and Activity-Based Management (ABM) codes are being used.
- Work with the COR to reconcile invoices and validate deliverables were received as ordered; and prepare invoice(s) for payment.
- Draft business cases / justifications for Grid Modernization and System Operations' projects, initiatives, and efforts; secure approvals for project implementation from appropriate decision-making body.
- Verify Control Center activities are coordinated with other project teams to maintain schedules; alert manager / personnel of any issues or concerns, provide mitigation recommendations; implement management approved mitigation actions.
- Track construction status from an operations perspective, both for Control Center progress and for field/external progress that impacts the Control Center; alert manager of any issues or concerns, providing mitigation recommendations; and implement approved mitigation actions.
- Verify contact list for each project with customer, both for customer and Control Center completeness and accuracy.
- Provide input and recommendations for the creation of clear problem statements, gap analysis, and roadmap creation for integration / migration efforts.
- Identify performance gaps, work to develop and recommend corrective steps, implement approved corrective actions.
- Provide support to develop and track targets; and update project milestone documentation as needed for Federal review.
- Prepare full-scale project plans, resource strategies and funding estimates required to advance each defined effort.
- Facilitate and maintain consistent communication with the project sponsor, performance managers, subject matter experts, and clients on the progress of projects versus the plans.
- Serve as primary point of contact for other PMs and project teams, CORs / COs, a variety of SMEs, management and customers providing a Control Center systems operation's perspective; as well as assistance with System Security Plans (SSPs), system change management request forms, technical operations, and a variety of project & contract documentation.
- Provide gap analysis from the "as is" to the "to be" state.
- Provide implementation planning, including optimizing milestones and building upon successes.
- Assist management to define, draft, and recommend project success criteria and disseminate to involved parties; monitor and track progress, update stakeholders, sponsors, customers, etc. throughout the project lifecycle.
- Alert the manager of and obtain appropriate authorization for any potential changes to project cost, schedule or performance.
- Coordinate and facilitate working sessions to collaborate with project teams, SMEs, stakeholders, and others to identify business processes and procedures impacted by project changes; develop, draft, and recommend new or changing processes and procedures; as well as detailed system design requirements and specifications.
- Coordinate and support the following functions:
- Facilitate the Bi-Weekly Control Center / Field Project Coordination team meeting.
- Coordinate and facilitate Project Team(s), including milestone management and communication of deliverables across multiple projects.
- Develop / draft and distribute written and verbal sponsor and stakeholder communication
- Scope definition, tracking, and management.
- Facilitate "kick off" and other project meetings with managers, sponsors, stakeholders, and partners; validate approval/buy in of project plans and commitment of resources.
- Schedule and facilitate project team meetings and coordinate activities of sub-teams.
- Coordinate with the Transmission Technology and Internal Operations Management organizations to verify operational and data requirements to support the safe and reliable operation of the Bulk Electric System (BES).
- Participate with SMEs, IT, or labs to develop test plans; carry out required testing; escalate any concerns to manager or COR / CO.
- Collaborate closely with the project team, Users, stakeholders, and others to facilitate and lead efforts to develop, draft, and document new or revised processes and roles.
- Take a proactive stance on project risk management:
- Anticipate and identify potential areas of risk and obtain guidance from appropriate manager or COR / CO.
- Track, monitor, and facilitate resolution of issues, obstacles, and risks identified within the project as well as cross organization integration and compliance-related dependencies and the issues and risks associated with those assumptions.
- Maintain issue, risk, and/or action logs.
- Prepare, draft and recommend contingency plans to minimize / mitigate risks for acceptance by appropriate manager / personnel.
- Collaborate with the manager (or assigned designee) to define the frequency and content of status reports from the project team; review and analyze results; troubleshoot concerns or problem areas and provide mitigation options and weighted recommendations.
- Interact and collaborate with external stakeholders, often navigating complex business relationships.
- When necessary, facilitate the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.
- Provide background information, technical input, options, and recommendations that facilitate project decision-making. This may include, at management request, arrange, attend and facilitate decision-making sessions/meetings with management, executives, project sponsors, and key stakeholders, including draft agendas, answer technical questions, and present information, options, and recommendations for decision-maker consideration.
- Develop an in-depth knowledge and understanding of the inter-connected workings of various Control Center systems and their inter-related dependencies.
- Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Requirements: - Master's degree in business administration or management, organizational development, computer science, engineering, or other related technical discipline is strongly preferred.
- Bachelor's degree in business administration or management, organizational development, computer science, engineering, or other closely related field is required.
- 10 years of direct work experience is required.
- Experience should include direct work experience in a project management capacity, including all aspects of process development and execution.
- 5 years of experience in the Electric Utility sector with an emphasis on system control and communications planning, electronic design, communications maintenance, technical operations, or related field.
- PMP certification
- Minimum of 7 years of experience with the following:
- Implementing asset strategies and developing related asset plans.
- Planning, implementation and/or operation of Control Center systems (SCADA, AGC, ICCP).
- Experience in the following areas:
- Telecom Transport including analog and digital microwave radio, analog and digital multiplex, fiber optic terminal equipment and UHF radios.
- Telecom Support Equipment including alarm systems, batteries/chargers, DC-DC converters, engine generators, uninterrupted power supply systems, timing systems, fault locators, etc.
- SCADA/Telemetry/Supervisory Control including SCADA remote terminal units, supervisory control systems, and telemetering systems.
- Field Information Network (FIN)/Operation Networks including FIN network equipment, operational network equipment, network management system equipment, and modems.
- Knowledge of the NERC & WECC Planning Standards as they apply to Power Systems Control (PSC) equipment
- Knowledge of "Technical Requirements for Interconnection to the Transmission Grid"
- Experience developing options, evaluating and recommending plans for meeting communications/power system control functional requirements
- Knowledge of transmission and operational power systems controls
- Knowledge of and skill in the following:
- Communication network operation concepts, methods, performance and planning
- Communication network architecture principles and concepts
- Planning of communications, control and data systems for network transmission, network interconnections and customer service projects
- Identifying system requirements from problems or opportunities identified by others
- Valid U.S. Driver's License is required.
