SUMMARY:

The Program Manager drives the entire portfolio within Senior Health Services (SHS) Risk Adjustment (RA) Department, and develops, evolves, and refines a cross-Operations model by seeking input from key stakeholders to determine what it means to work across the entire portfolio that impacts the SHS RA Team. This position develops and communicates a process for vetting and approving new projects and initiatives (both internal and external) within SHS RA Team. This includes managing forums on both a periodic and as needed basis within SHS and other companies within Emerging Markets. The Program Manager acts as the primary contact for prioritization of requests, working to reach consensus on timelines, implementation schedules, and resources. This position requires strong organizational and planning skills, decision making within the scope of the position's responsibilities, and the use of discretion and good judgment. This role engages with all levels of the business to influence resource related decisions and challenges assumptions. This position participates in change management, including identification and assignment of potential team members for proposals/bid meetings, for newly awarded projects, and for changes of team members, running reports in resource management tools, and forecasting of potential resource needs within assigned business or functional area.

RESPONSIBILITIES/TASKS:

  • Owns the governance process for SHS Risk Adjustment Department project portfolio.
  • Continues to evolve and refine model seeking consensus on prioritization of requests in cooperation with impacted departments and respective Committees.
  • Leads meeting and facilitates prioritization and scheduling issues / conflict resolution with appropriate Department Heads and all levels of Leadership.
  • Works with Resource Manager to identify appropriate resource requirements for each account, product, and project.
  • Leads meetings and drives key decisions with all stakeholders to define project initiation requirements, ongoing monitoring, and success criteria.
  • Establishes a refined body of metrics related to intake, execution, and delivery of the SHS Risk Adjustment Department portfolio.
  • Drives communications and publishes dashboard to stakeholders on Governance and portfolio management.
  • Proactively follows-up on open issues with all levels of leadership, as well as other relevant parties, in order to implement solutions in a timely fashion.
  • Understands capabilities, skill sets, and interests of resources and factors into staffing decisions.
  • Understands staffing plans and staffing progress along with utilization and group bandwidth.
  • Maintains and provides information about current projects and potential future projects as required.
  • Develops, prepares, and distributes project portfolio reports (monthly at a minimum or more frequently as needed).
  • Documents policies and procedures to support SHS Risk Adjustment Department
  • Drives contracting process, including onboarding of new vendor partners
  • This person will support the budget and invoicing process for all services provided by partners to support SHS Risk Adjustment Department

EMPLOYMENT QUALIFICATIONS:

EDUCATION:

Bachelor's degree in Business, Information Technology, or a related field. Relevant combination of education and experience may be considered in lieu of degree. Continuous learning, as defined by the Company's learning philosophy, is required. PMP certification or progress toward certification is highly preferred and encouraged. Experience and Knowledge of Medicare, ACA, or Medicaid Risk Adjustment preferred.

EXPERIENCE:

Seven Years of experience in a Project Management environment or a related field with demonstrated technical knowledge that provides the necessary skills, knowledge, and abilities.

SKILLS/KNOWLEDGE/ABILITIES (SKA) REQUIRED:
  • Excellent verbal, interpersonal, and written communication skills.
  • Excellent time management skills.
  • Strong project management leadership, facilitation, negotiation, team coaching, and collaboration skills.
  • Comprehensive knowledge of industry best practices, with regard to program and project management principles, tools, and software development.
  • Proven ability to work independently in a team-oriented environment.
  • Ability to plan and carry out responsibilities with minimal direction.
  • Strong organizational skills and ability to handle multiple tasks in a fast-paced environment.
  • Demonstrated task and relationship management skills.
  • Results-oriented and ability to manage multiple tasks simultaneously.
  • Ability to handle sensitive and confidential information.
  • Knowledge of Microsoft packages, including Project, PowerPoint, Word, and Excel.
  • Strong understanding of the importance for detail.
  • Skilled at managing stakeholder groups and balancing diplomacy and tact with assertiveness.
  • Excellent prioritization skills to balance key priorities.
  • Strong customer centric approach.

WORKING CONDITIONS:

Work is performed in an office setting with no unusual hazards. Travel is required (Approximately 20%).

PAY RANGE:

"Actual compensation decision relies on the consideration of internal equity, candidate's skills and professional experience, geographic location, market and other potential factors. It is not standard practice for an offer to be at or near the top of the range, and therefore a reasonable estimate for this role is between $90,400 and $151,500."
