Purpose

The Regional Monitoring & Evaluation Manager will report to the Regional Deputy Director and will be responsible for developing and maintaining the CWS Southwest Region M&E framework. The Regional M&E Manager leads the formulation and implementation of the quality assurance (QA) and M&E system of various programs including, but not limited to, Reception & Placement (R&P), Matching Grant (MG), Preferred Communities (PC), Cash and Medical Assistance (CMA), Refugee Support Services (RSS), Home Study and Post-Release Services (HSPRS), and Case Management Pilot Program (CMPP), in accordance with donor guidelines and regulations to ensure the delivery of high-quality programming.

The primary responsibility of the Regional M&E Manager is to support the regional and local teams in ensuring accountability and effectiveness of programs through QA and M&E systems, including data collection and analysis to inform program design. This position supports the Regional Deputy Director with organizing the monitoring schedule, conducting on-site and remote monitoring activities, compiling and analyzing monitoring related data, developing regional policies and procedures, and providing training to local sites. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion.

Responsibilities

Essential Duties:

  • Support the Regional Deputy Director with creating, maintaining, and improving the overall M&E framework of the Southwest Region.
  • Support maintenance and adjustment of efficient and effective monitoring tools and protocols to assess compliance with federal/state contracts, promote best practices that exceed program requirements, identify trends, and report on program progress.
  • Test and improve upon monitoring instruments.
  • Conduct desktop, on-site and ongoing monitoring of CWS Southwest Regional local sites for compliance with funder and program requirements.
  • Document findings and make recommendations for corrective actions in written reports. Ensure timely and high-quality completion of reports.
  • Assist local sites' leadership to define, implement, monitor, and analyze key performance indicators and quality assurance mechanisms across all programs.
  • Work with the Regional Grants Manager and local sites' leadership to develop Log Frames and Theories of Change for their respective program areas.
  • Support data analysis to identify and report on monitoring and program trends to inform training and programmatic activities.
  • As needed, assist in peer review of monitoring reports to ensure the integrity of data collected and monitors' adherence to internal guidelines.
  • Keep abreast of developments in grant and program changes and progress to ensure up-to-date tools and strategies.
  • Support Reginal Deputy Director and local sites' leadership in the creation and implementation of ongoing client quality assurance protocols.
  • Inform programming with feedback collected from program beneficiaries.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Maintain up-to-date self-education about all program and policy changes impacting the Southwest Region.
  • Represent CWS Southwest Region in meetings and events relevant to the position.
  • Undertake other duties as assigned.

Qualifications

Education & Certifications:
  • Bachelors' degree required; Advanced degree preferred.
  • Specialized certifications in monitoring or evaluation preferred

Experience:
  • Minimum of 6 years required of technical expertise in direct service to ORR-eligible populations and/or in conducting monitoring and reporting for US Government grants required.
  • Experience contributing to the development of monitoring and evaluation tools and protocols required.
  • Experience in general office work, processing information and materials, and maintaining records and files required.
Skills:
  • Strong interpersonal and diplomacy skills and ability to work collaboratively and effectively with partners and teams.
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS.
  • Ability to manage projects with minimal instruction.
  • Ability to develop Theories of Change, log frames, and evaluation tools.
  • Strong professional writing and communication skills. Ability to present to large groups.
  • English-language fluency.
  • Advanced Skills in Microsoft Office Products, including Excel, PowerPoint, and Word.
  • Familiarity with client databases and able to easily adapt to new platforms for tracking client data.
  • Experience tracking large quantities of data and excellent data management skills.
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities.

  • Hybrid/remote position must have access to reliable internet.
  • Hybrid/remote position must have close proximity to airport.
  • Valid driver's license, personal vehicle and insurance required.

Special Requirements

  • Work varied hours, including occasional nights, weekends and holidays.
  • Incumbent must be located in Southwest Region, Texas preferred.
  • Position is hybrid with occasional in-office activities and regional travel.
  • Must be willing and able to travel within the Southwest Region.
  • Must have clean driving record, valid driver's license and reliable personal vehicle. Mileage accrued while executing work responsibilities is reimbursable by CWS.
  • Must be able to pass a Background Check.
