Job Description:
The Nebraska Department of Correctional Services (NDCS) welcomes a dedicated professional with expertise in performing administrative intelligence and project management tasks. The chosen candidate should have strong interpersonal skills; an ability to prioritize work and meet deadlines; initiate, review and manage projects; fuse, track and analyze data; research policy and best practices; identify and improve processes. This is a Central Intelligence Unit (CIU) assignment at the Omaha Correctional Center (OCC). All CIU members may temporarily be assigned to another facility as needed.

DUTIES:
Monitors inmates/offenders in a wide variety of situations and activities. Inmate/offender monitoring may either be direct or indirect through subordinate Correctional Officers/Corporals. Enforces facility rules and regulations governing the conduct of inmate/offenders. Conducts and evaluates on-the-job training for newly assigned Corrections Officers or Corporals, if applicable. Documents inmate/offender behavior, status and movement. Searches inmates'/offenders' person, quarters and work areas for contraband. Operates or monitors the operation of manual, computerized and/or electronically controlled security equipment, maintaining controlled movement of inmates/offenders, staff members and the public. Gathers intelligence and conducts interviews in a prison setting and/or high security environment. Prepares and interprets statistical reports. Monitors trends in culture that affect organizations. Maintains knowledge of street and prison gangs. Recommends improvements to security procedures when appropriate. Overtime includes weekends, holidays and double shifts. Oversees video surveillance activities: selects and assigns staff to perform video surveillance, monitors activities, and evaluates teammates performance. Assists other intelligence team members in the execution of Strategic Intelligence Plans. Maintains limited access to intelligence databases to enter initial reports and/or access data to identify potential threats for the CIU Captain.

Requirements / Qualifications

Minimum Qualifications: High school education plus two years of corrections experience, and experience or training, in leading or supervising other staff. Must be able to legally possess a firearm and ammunition.

Preferred Qualifications: Experience in developing and understanding trends in culture that affect organizations. Experience or knowledge of both street and prison gangs. Experience in gathering intelligence and conducting interviews in a prison setting. Experience in preparing and interpreting statistical reports. Experience in developing/providing training, preparing work schedules, and performance documentation of subordinate staff. Knowledge/experience with video surveillance systems.

Other: Must have a valid driver's license. Applicants accepting a job offer must pass the following pre-employment exams in this order: medical exam, and at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program to include CPR, first aid, firearms, and self-defense tactics.

Knowledge, skills & abilities:

Knowledge of: correctional facility rules and regulations governing the conduct of incarcerated individuals in correctional facilities , post orders and regulations; administrative regulations and state regulations governing team leader responsibilities and conduct of state employees; general security and emergency procedures, as well as, operation of security devices within the facility; general and primary facility operations; all communication procedures and operation of equipment available for facility communication; armory, blueprints of security areas and total key control for the facility; any union contract provisions as they apply to assigned custody staff; supervisory or leadership techniques; prison culture and subculture, leadership and security threat groups and issues; intelligence data tools and systems, available information sources, intelligence/investigative techniques and procedures to detect criminal activity and illegal substances.

Ability to: read, understand and enforce rules governing the conduct of the incarcerated individuals; control, via verbal or physical means, in a variety of settings within a correctional facility and in the community; communicate effectively with other staff members, the public and the incarcerated individuals; respond quickly and effectively to situations which threaten the security of the facility; utilize proper leadership skills in creating a positive and productive work culture.

Skill in: the use of necessary security equipment (some computerized), Intelligence programs and video surveillance systems; and the effective use of self-defense/subject control techniques/methods.
